冯志华，男，1980年04月出生，籍贯山东日照，博士，副教授，海洋资源与环境系主任，市“521工程”培养对象，主要从事近海海域生态与环境领域的研究工作，主要研究方向包括：近岸海域磷化氢、甲烷和一氧化二氮等痕量生源活性气体的释放研究；痕量生源活性气体的释放对近岸海域的生态环境效应研究；工厂化封闭循环海水养殖系统构建关键技术研究与应用。
